upgrading from 2000 to 2003

Should I upgrade the DCs to 2003 or is it recommended to
do a fresh install of 2003 and migrate your data?

A fresh installation, IMHO, is better because you'll end up with a clean
installation. But there's nothing wrong with an in-place upgrade. There are
a lot of factors to take into consideration like time, budget etc...
