Windows XP Upgrade

I am in the process of installing a new Motherboard, APU and Power Supply. The old system was running XP. SP3 and I want to upgrade to Windows 7. I have backed up my system to an external HD. Do I upgrade to Windows 7 before the hardware install or after. Either way, I will have to reload my programs but I want to be able to save my data. Which way is better or easier?:confused:

Save all your data to an external drive, then do the harware upgrade. Install Windows 7 and all your programs, then install your backed up data :D

I presume that is the Full Version with SP1 and not the Upgrade Version. $99 is the best price i can find.

Yeah full version with SP1. $99 on Newegg website for the 64bit version.
