Unknown File Format

When I open a .jpg file in Microsoft Photo Editor, the error message is:
"Unknown File Format"
In Windows Explorer, I went to Tools > Folder Options > File Types, and made
sure .jpg files are associated with MS Photo Editor.
Clue to the problem: just before MS Photo Editor stopped recognizing .jpg
files, I attempted to install Microsoft Photo Draw. Although the
installation was "successful", the program would not start. So, I
un-installed Photo Draw.
Also, I can open .jpg files in Internet Explorer.
I'm running Windows 2000 Pro, Office 2000 Premium, and Microsoft Photo
Editor 3.01
Any ideas?

I found the errant filter " Jpegim32.flt " renamed it .OLD, then reloaded MS
Publisher 2000 via Add/Remove Programs. Apparently, the repair placed this
filter in the proper location.
MS Photo Editor now reads .jpg files.
