What can I do when I see the below message

File Format -or- Cannot open or find this file
path\filename

in opening a jpg file in photo editor of win 2000?

Sounds like you are attempting to open an invalid picture, which includes wrong
extension (such as a BitMaP saved as a JPeG), or a picture which has somehow
become corrupt, or an incomplete download....

Photo Editor (installed via Microsoft Office 97 and later I believe), does not
have a very easy-going JPEG loader... if there's any error in it, it won't read
it, but some other more professional programs can (with obvious picture errors
still usually).

Try opening the jpg using Microsoft Internet Explorer. Photo Editor is a poor excuse for an imaging program and if you do not want to have trouble with your images NEVER install it. The biggest trouble with it is that if you want associations to return to what Windows had before you installed it, it takes some massive surgery in the registry. Is one reason why I never install any imaging program from Microsoft. Just by installing Microsoft Office we lose our tif associations and so I keep that kind of thing to a minimum.

Hi Eliza,

It sounds like Photo Editor is "trying to access registry keys that require
permissions that your account does not have." The workaround is to give "Users" Full
Control of this registry key:

HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools
