UnControllable Scrolling

I had recently been experiencing problems in frontpage that caused it to shut
down and give me a page suggesting I install new microsoft updates to correct
the problem. Well, I reluctantly agreed and installed them just yesterday.
Everything was fine untill now. Perhaps it's just a coincidence in timing,
but now when I drag an item on a page, it triggers the page to scroll and
there's absolutely no way to stop it. I just have to let it run its course,
which takes anywhere from one minute to several. (in fact, it's scrolling as
we speak, about 8 minutes now). Does anyone know what this is from and how I
can stop it?? It's ridiculous.
