Unable to send Mail

I started using Vista approximately 4 months ago, and I have not had a
problem sending email from the Windows mail up until last weekend (October
26th 2007). I now receive the following note:
The connection to the server has failed. Subject 'test', Account: 'Me',
Server: 'outgoing.verizon.net', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

I use Verizon as an email address, but instead of Verizon as an ISP, I use a
local ISP for right now (dial-up). I have looked at the other posts about
not being able to send emails, and I have used some of the ideas that were
given, but nothing works. Is there something I am missing?

Again, it was working for the past 4 months, until last weekend. Thanks in
advance.

Connections to port 25 are usually blocked if they cross from one ISP's
equipment to another's before reaching the email server, to cause trouble
for spammers. Your ISPs may have started doing this only recently. You
might ask Verizon if their outgoing email server listens for mail on another
port
and if so, what changes you need to make other than changing the port
number.

Or, if you prefer, you could switch to using the local ISP's outgoing email
server, and keep on using Verizon's incoming email server.

I also find that my vista mail will no longer send. I am an experienced user.
This problem is not with my connection to the server as I have verified that
on another computer set up identically but with XP and it works fine.
This problem is also not with the modem. It is operating properly.
The Vista Mail program appears to have failed. Perhaps it is a virus but as
yet that does not seem to be the case since my recently updated antivirus
software does not see a problem.
I am going to contact them and report the issue. I intend to report it to
Microsoft as well but who knows what that is worth.
As I read down the postings I see several other WILL NOT SEND issues posted
from around the world. Perhaps we are just the beginning...

What recently updated antivirus program? Some of them, such as Norton,
McAfee, and Trend, cause problems with Windows Mail, although seldom
immediately.

I assume you've read some of the many postings about where to get a
Microsoft update that often fixes such a problem.

You might want to watch for postings that say where to get Windows
Live Mail, which is less likely to be affected by such problems.

It would have been helpful if you had included the complete
error message. However, the cause of the problem is likely
to be your antivirus. Windows Mail is not compatible with most
McAfee and Norton security programs. Those will need to be
uninstalled, not just disabled.

After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like the free Avast:

Even compatible antivirus programs will need to have their
