Unable to access the computer ... The error was:

I can't open (Administrative Tools -> Computer Management ->) Local Users
And Group anymore. The system gives the error message:

Local Users and Groups
Unable to access the computer ... The error was: Library not registered.

Anyone can help me with this.

if you go to control panel click on administrator tools then right click on computer manager and use the RunAs option
I hope you find it useful
