Local users and groups x-ed out

On a win2k machine, when I use the computer management
mmc, the local users and groups icon is x-ed out. And the
text in the window states

"Unable to access computer <computername>. The error was:
Library not registered"

This happens even when logged in as local admin. SP4 is
installed. Any help is appreciated.
