Local users and groups: Unable to access computer

Help!

How do I correct this problem I have with my computer?
When I open Computer Management my Local users and groups
has a red cross and the message says 'Unable to access the
computer XXX. The error was: Library not registered'. I am
logged in under the Administrator account and have been
experiencing other symptoms, such as Add/remove programs
is unable to load and if I use windows update it says I am
not logged in as an Administrator. Can anyone help?

Help!

I've also been trawling the internet for answers and the
only site that seemed to hold the answer was www.experts-
exchange.com but then you have to subscribe to find out
the solution. From all the posts on other newsgroups it
seems like a fairly common problem.
