Unable to open service Net Logon

I have a Windows 2000 Member server. I am attempting to promote to be a
domain controller.
I ran into a permissions error with Net Logon.
When I try to look at properties of the Net Logon Service it give me the
following error:
Unable to open service Net Logon for reading on Local Computer. Error 5:
Access is denied.

The net logon service starts on reboot but show nothing in Log On As.
Dcpromo fails because it is unable to access net logon service.
Any ideas how to change permission on that service. I have tried network
admin, local admin and still no luck.
