Turning on Windows Defender

Hello,
I hpe someone can help me. When I go th the Windows Security Center,
it is saying that Windows defender is Turned Off, when I go and Click on Turn
on now, nothing happens, it still shows as if the Windows defender is off. I
am running Windows Vista and IE 7.0. Is there something else I should be
looking at. Any help would be appreciated.

Dave,
I ran the following commend:

winmgmt /verifyrepository in Administator : Command Prompt, and it gave me
the following result:

WMI repository is consistent

I also checked the tools/options in defender, and it also says it is active,
if I am reading it correctly.. Anything else I should check...

How about Windows Live OneCare the subscription security suite, have you
ever run that? Doing so disables Windows Defender, since WLOC contains
much the same protective code as the standalone Defender application.

I don't recall ever running a program like that. How can I tell if it
is on my PC? Any help would be appreciated.....

If WLOC was still installed you would have an entry in your control panel >
add/remove programs for Windows Live OneCare, though I think you'd remember
it if it ever was there since it's a subscription (pay) product consisting
of Antivirus, AntiSpyware, Backup, and Firewall.

What Anti-Virus and Firewall (if it's not Windows built-in firewall) do you
have installed? Any other Anti-Spyware? Also, did you upgrade that
machine from XP to Vista or was it a fresh Vista install? Another thing
you could look at in the Task Manager (Ctrl + Alt + Del) Processes tab, is
there an entry for MsMpEng.exe which would indicated Defender is really
running no matter what the security center says? Also take a look at your
System Services to see if the Windows Defender service is shown and it's
set to automatic startup and in started status.

here are the answers to your questions:
WLOC - Is not installed

What Anti-Virus and Firewall (if it's not Windows built-in firewall) do you
have installed? - None - I need to go out and get a Anti-Virus program for
Vista, and I am using the Windows built in firewall

Any other Anti-Spyware? None

Also, did you upgrade that machine from XP to Vista or was it a fresh Vista
install? - Came with Vista Business already installed

running no matter what the security center says? Nope - no entry out there
for MsMpEng.exe

Also take a look at your System Services to see if the Windows Defender
service is shown and it's set to automatic startup and in started status. -
Windows Defender is out there but not running/started. I go to start it and
it initially goes to start and then stops automatically - I get a message -
The Windows Defender service on Local Computer started and then stopped.
some services stop automatically if they are not in use by other services

Anything else you can think of.... thanks again

I'm just about to get in over my head on Vista... but let's try a few more
things. First make sure your on an Admin authority including UAC
privileged account. Since the Windows Defender service is dependent on the
RPC service (shown in properties tab Dependencies), and RPC is in turn
dependent on Workstation Service, make sure all those services also show
started and automatic as well, then try starting up WD service again.

If that also fails to bring up the WD service permanently, go to the event
viewer in control panel making sure all events including any hidden are
shown in the view and look at both application & system events for errors
shortly after startup, but in the view tab, filter on just Windows Defender
event sources, trying to see if you can spot an error in the WD startup
sequence. If you double click the event its properties panel will open and
you can copy these event descriptions using the button with two pages on it
and paste them back into this forum. Now I know I'm in over my head, so I
hope this one works for you.

Dave,
From what I can tell, is that RpcSs is running and RpcLocator is
stopped. I am definitely set up as Admin. I don't know where to check the
event viewer in Control Panel, and I am not sure if the Work station service
is up or not, as I am not sure what I am looking for. So if you can tell me
how to get tot he Event Viewer, then I should be able to copy and paste the
info you need.....

Both my RPC and RPC locator are set to automatic and started. Try changing
the properties of RPC locator to Automatic and start it up by right
clicking and selecting properties it's properties.

Your Event Viewer should be in control panel, for me with XP, in a folder
called Administrative Tools. It's also accessible by right clicking My
Computer (windows explorer) and selecting Manage. Many system service
level driven applications are reported as system events rather than on
screen currently.

I'm leaving early for the weekend. Engel can probably help more with Vista
at this point if problems should arise, as he uses it. (our resident
expert, even ;o)

Hi Bob,

I use the belt-and-suspenders mode. Make a Restore Point.

As always, you should make sure that you have got a working system restore
point before you run any test, download or install a new game, application,
or software update, when you make changes to your computer.

Whatever you do, (installing and updateting or unistalling) always as a
administrator.

You might try this.

Go to the main Windows Update window and click on "Installed Updates" (on
the left-hand side of the window, at the bottom), and then remove "Update for
Microsoft Windows (KB931099)" (ºnly).

Reboot. Reboot agªin.

Go back to Windows Update, and re-install the same update, by clicking on
the Check for Updates button.

This should essentially re-install Windows Defender on Vistª.

That did the trick, I un-installed the KB931099 and then installed it
and now when I turn on Windows Defender, it is ON - Hurray....... thanks
for all your help, and thanks for Dave sticking with me to attempt to get it
fixed. now lets see how long it takes before it starts faltering again.......

Dave - on my Vista Ultimate system, RPC Locator is manual and not started at
the moment. So--I believe that is the default for Vista.
