windows defender wont turn on

I cannot get windows defender to turn on and I get this message:

windows defender is turned off by group policy
windows defender won't provide protection against harmful or potentially
unwanted software and it won't send you alerts because it is off.
To help protect your computer against harmful or potentially unwanted
software, contact your system admin to enable windows defender via group
policy.

Group policy? defender somehow got turned off and I am having the hardest
time getting it back on...PLEASE HELP!!!!

Windows Vista editions that support Group Policy are Business,
Enterprise, and Ultimate.

1) Is the system running one of those editions ?
2) What is the installed antivirus/security suite ?
3) What was the result when the system was last scanned for the presence
of malware and when was that done ?
