Turning off junk email filtering

I have a client that is having emails being sent directly to her junk email
filter. She is using outlook 2003 that uses an exchange 2003 connection.
There is no spam filtering software in place except for the outlook 2003 junk
email filter.

She has added the user from whom she receives email to the safe senders
list. She has also turned off the junk email filtering in the junk email
options. She still has email that is being sent to her junk email filter. She
would like to have the junk email filtering capability completely turned off.
How do I turn off all junk email filtering in Outlook 2003.

It may need to done on the server side. Check with your Server
administrator

I am the administrator. Where in exchange would I turn this off? There is no
3rd party spam filtering software installed on the exchange server.
