Junk Email filter won't turn off

I had junk email filter turned on in Outlook 2003 SP2. Found it was junking
too much legitimate email regardless of settings. Now, I have turned it off
(under junk email options, set to "No Automatic Filtering") and made sure my
blocked senders list is empty. Still, Outlook continues to filter (and
heavily junk) my incoming email. I've confirmed over and over the settings
are correct. No way to turn it off! Any advice? Thanks!

OWA Junk filter was set to "ON". Not sure how, I didn't ever turn it on.
I've turned it off, we'll see if that fixes it. Thanks!
