turn off the read reciept so the reciever can't deny he read it

When I flag a message with read reciept the person I send it to has the
choice to either approve my request to get a return reciept or not. This
wasn't true in earlier version of outlook. Can this be disabled?

No, it can not be disabled. Ask them to reply if they read the message (most
people will comply if you ask nicely :)) or call them if the message is
really important and you don't trust them.

FWIW, a read receipt is meaningless and should never be used to prove
anything other than the person *may* have read it. I can read a message and
send a deleted unread receipt back. I can mark it as read then delete it
without reading it.
