Tool bars

I have added some tool bars and they do not show. If I right click on the
existing tool bar or use view tool bars, the Yahoo tool bar shows but it is
greyed out, I also tried to install the google toolbar and it was greyed out
too.

This is driving me batty, though I had a good head start, so any help would
be appreciated.

To add to my question, with a little more looking around, I went to manage
add-ons. The tool bars in question show as being disabled. When I click on
them, the buttons to enable/disable are greyed out and the note says "Managed
by administrator." I am the administrator. If it helps, I am running XP Pro
with sp2.
