Tool Bars Locked

On one of my computers the tool bar options (view ->
toolbars) are greyed out and a new tool bar is there that
was not there before. Any advice on how to remove this
unwanted toolbar and restore the ability to choose tool-
bars? Thank you in advance

in ie,tools,options,advanced,uncheck'enable third party
browser extensions',apply.and then re enable after you run
spybot at safer-networking.org and then update and scan on
easy and remove the hijacker. also in ie
tools,options,advanced,uncheck both'enable install on
demand',apply.
