Is there a way to synchronize the time on like 10
different laptops to my server. Or, is there a way to
lock out the ability to change the time?

On your server run the following command

net time /setsntpip address of public time
server) /set /yes

On the laptops run this command

net time /setsntpip address of your server) /set

By default, in an AD domain, all W2k/XP workstations will sync
automatically. Downlevel clients on an AD domain, need

net time \\server /set /yes

and users need the right to change the system time on those computers.
