Time Sync Failure: Peer Stratum Less Than Host Stratum

When I try to update my system time, I get the error:

"An error occurred while Windows was synchronizing with
time.windows.com. The time sample was rejected because:
The peer's stratum is less than the host's stratum."

I can't find anything about stratum in Help or online.

Suggestions?
 
I posted the same problem on another news group tonight and here is the
reply I got.

To eliminate that problem use TOCK.USNO.NAVY.MIL ----time windows.com has
always been troublesome. This Navy site is far more accurate/trouble
free..

I tried this server and it worked first time.
