TIME DOESNT SYNC

i cant sync to time.windows.com. i get a message saying:

An error occured while Windows was synchronizing with
time.windows.com. The time sample was rejected because: The peer's
stratum is less than the host's stratum.

i have an internet connection and have tried to sync to time.nist.gov but
that never worked on any of my computers. Some help? Thank You
