Windows Time - No longer automatically updates

Since Sunday April 1, 2007 a number of my clients' and my computers have
advanced a further hour (DST +1) automatically and can no longer be set
automatically to the Windows time domain (time.windows.com).

I believe this is a universal problem requiring a "Hot Patch" or "Update"
within the Windows time code. I suspect that the original DST code may be
working on top of the new updated DST code.

Here are my findings:

When updating time with Internet time server (Start>Control Panel>Date,
Time, Language And Regional Options>Date And Time>Internet Time>Update Time)
one of the following error messages occur;

"An error occurred while Windows was synchronizing with time.windows.com.
The time sample was rejected because: The peer's stratum is less than the
host's stratum." or

"An error occurred while Windows was synchronizing with time.nist.gov."

I read the other posts, however, these do not address the system advancing
DST (1 hour) at the new date and a further hour on April 1, 2007 (a total of
2 hours)! Further, the unskilled user will not be able to add/change another
time server when Microsoft has defaulted the Windows time server for
automatic updates.

A universal update that works with the existing time servers is in order.

Do you expect all Windows XP, Server 200 and Server 2003 customers to edit
their registries???

I'm wondering who is the "you" to whom you refer? Is it Kelly who is trying
to help you or do you think you're addressing MS here? If the latter know
that this is a peer to peer newsgroup. Everyone that posts here is a
volunteer. If you don't want the offer of assistance it's up to you.

Hmm, yes every time an "MVP" is wrong or gets into a tight corner they
attack you and make it look like it was your fault for asking the question
no matter how relevant, Very mature Rock.

You could of course go to Time.gov and get the actual time. If you manually
synch your servers, etc. they ought to remain accurate until this issue is
resolved. I haven't looked into it lately but there used to be several
utilities that would check with the atomic clock system and then synch your
clock to it. I imagine those still exist.

I tried the time.gov with the same error message. I have escalated this
matter to Microsoft PSS Support 'RTCProd=014-805-602' Windows Time - Windows
XP.

results. I have added TCP Port 123 for Internet Time Service within

steps and trying over 15 various Time Server Site connections the
results are the same error above each time. This is on multiple PCs set
up the same way. I have been told that there is a supported hot fix is
now available from Microsoft that will resolve this issue once and for
all. We do not have the MS unlimited support contract. Is there still a
way to obtain this Hot Fix and does it really resolve the above issue
even after all the troubleshooting steps I have already taken? Thanks
for the support.

If you have the Hotfix number, just call and ask only for that, nothing
else. The hotfix is free.

The Hotfix is free, just don't ask about anything else. Give them the HotFix
number (the KB number). MS just wants to keep track of the usage.

If installing software is not out of the question, you might try this on
one machine: http://www.thinkman.com/dimension4/

I've used D4 for years with excellent results, now with XP Pro.

If it doesn't work, maybe the problem is elsewhere in the network?

Hi all,

I had a similar problem with an XP workstation, and managed to work
around the problem by creating a custom exception for Windows Firewall
to allow Windows Time the requisite access to/from the Internet:

1) Open Windows Firewall settings.
2) Click the Exceptions tab.
3) Click Add Program...
4) Browse to c:\windows\system32\w32tm.exe
