The windows installer service could not be accessed

The windows installer service could not be accessed!
Trying to uninstall Roxio Easy CD Creator to put a new
version on, but install and uninstall thows up an error.
I have an application log entry as:
Event Type: Warning
Event Source: MsiInstaller
Event Category: None
Event ID: 1015
Date: 03/11/2003
Time: 00:03:41
User: N/A
Computer: JON
Description:
Failed to connect to server. Error: 0x80070424

I have tried Sp4 but doesn't fix it.
can anybody help

Try the methods one by one outlined here to fix Windows Installer problems in
Win2k and NT4:

After running through the four points above, also try this from Start/Run:

msiexec /regserver


If that doesn't solve your problem, and you have MSI 2.0 installed, downgrade
to version 1.1 (somewhat messy), and then install MSI 2.0 again:

I am having a similar problem with Outlook 2000 that I wanted to
uninstall after it baffed out on me somehow. The article mentions the
file "SC.EXE" that I cannot find as a free download anywhere? Does
anyone know where I could get it, just that utility, without having to
buy the entire Software Developers Kit??
