Windows Installer Service Could not be accessed.

I just installed Windows 2000 Pro, on a Dell PC (P4), and
installed all Windows updates and patches
When trying to install applications like MS Office 2000, I
get this error:
Windows Installer Service Could not be accessed.
Windows Installer service is in fact running.
Event log shows Warning Event ID 1015 from MsiInstaller
Failed to connect to service Error 0x80040154
Any idea what is this and how to fix it?
