THe INVINCIBLE Pop Up PLEASE help me =(

I was surfing the internet when I reached this site in which a "permanent" pop up was fixed on my screen. It appears to be my desktop, as there is no border, or the usual three icons in the top left corner. THere is no reference to it in the task manager and I have ran ADAware almost 1 dozen times trying to find the source of it. THe picture is a link to a site in which they advertise their "great" pop up blocker and syware killing software, but it is foreign as the English translations are fuzzy. When I run stopzilla the pop up goes white for a second and then pops back up. Its actually REALLY annoying. I will include the source code for it in the hopes that some genius over there can help me.

Sounds like a desktop item. Start - Control Panel - Display - Desktop - Customise Desktop - Web.
