text spacing problems with paragrahs on same page

How to fix problem with text in 2 different paragraphs on same page not
allowing different spacing. When one paragraph is selected and formatted to
double spacing, it is automatically changing the next paragraph's spacing
too. I am stumped so any help would be greatly appreciated.

Check to make sure the first paragraph actually ends in a paragraph break
and not a line break (or two).
