"Space before" Heading on a new page is not there

Hello.

I have edited Heading 3 to have a "Space before" value of 18 pt. It works perfectly under regular conditions. However, when I write some text on the page before and Heading 3 is automatically "pushed" to the next page, there is just a Space before the Header of the page of 2 pt.
I can force Word to insert the 18pt manually, if I select "Page break before" from the Paragraphs-Menu. (However, when there is for example just one line of text on the new page, Heading 3 is automatically moved to the next page and I have basically a whole page with just one line of text on it).

Is there any way to automatically tell word to insert a Space before of 18pt, even when the Heading appears by coincidence on the top of a new page?
