terminal server license?

we had 5 licenses for our terminal server and it issued to
3 computers which no longer existed, so I call MS and
received 5 re-issued licenses, but when our client connect
to the terminal server it still received a maximum
conncetion error message. (2 Clients able to connect, but
3rd, 4th.. clients are having an error)

have any idea?

what is the maximum administration connection that allow by Remote
Administration Terminal Services?
And how can I switch to Apllication server from windows components, b/c I
don't see any option and terminal service is already checked. do I need to
uncheck terminal service and re-do it??
