Terminal server not allowing connections

Hi,

I am using windows 2000 advanced server with terminal
server installed on it. I believe by default it allows
only 2 simultaneous connections through terminal client
or remote desktop. I recently purchased 5 CAL's for this
terminal server and got the server activated also.

When I go to the terminal server licensing, I see the
server as activated with 5 available licenses. But still
it is not allowing me to have more than 2 clients connect
simultaneously. The moment 3rd client tries to connect it
gives a message "The terminal server has exceeded the
maximum number of allowed connections". The system cannot
log you on. The system has reached its licensed logon
limit. Please try again later.

I have tried getting the licenses re-activated over the
phone but still the same problem is coming.

Please help. Your help would be highly appreciated.

Quick question and perhaps a dumb one....

But you have the terminal server in application mode as opposed to
administrative mode yes?
