temporary internet file storeage problem

After deleting temporary cookies and files, I still get
the message "There won't be enough space in the new
location for the currently downloaded content. Please
either delete these files first and try again, reduce the
size of the folder, or pick another location" REGARDLESS
of the location I choose for the folder.

To compound the problem, I can't input a number for
the "amount of disk space" for temp file storeage -
REGARDLESS of whether I try 0 MB, 1 MB, or some other
number, I get the message "Please select a value between 1
and 0 for how much disk space tempoarary internet files
may use." HELP
