I want a simple program that will dial out my phone for me and keep track of
the number I dialed and how long I was on the phone. I can't seem to find
anything like that. Can anyone help. I am on Win2000. and have Office 2000
installed.

Er... try Phone dialer... it's been part of most version of Windows since
Win95 and the version with Windows 2000 has a call log.

If you want to query the logs more specifically than looking at the text
file then you can most likely run logparser against the log file.
