Telephone software for Win2000?

I would love to use a dial up modem to be able to use my computer as a
phone. There is software for logging caller ID numbers with notes attached
to each that would pop up when that person calls again. But I haven't found
software that would allow me to use my headset that is plugged into my
soundcard and would allow my computer to act as a telephone. Phone Dialer
is useless since it only dials calls - talking is not possible on it. Any
recommendations? Going further with this, I could envision a Bluetooth
enabled wireless headset used with a laptop hooked up on a wireless LAN.

That looks it is for long distance - paid long distance. I want something
to allow my computer to act as a telephone. So I dial within my city.

You can use dialpad to call your neighbor but unless you live in the US, it
would be cheaper to just use your phone. I'm not sure, but I think dialpad
is free if you call within the States or Canada. It used to be free to call
the US and Canada, even from Europe, but that, alas, changed, although it's
much cheaper than using the phone.

Do you mean phone via the internet or standard phone line, two different
protocols
If standard phone line you need a modem that supports voice calls, then
virtually any phone software will do.
If you mean phone over internet google for 'voip' or check shareware sites

What phone software? I haven't found anything that does more than speed
dial. Phone Dialer bundled in Windows dials but you can't speak. You have
to pick up your telephone. I want something that allows me to use my
computer headset and talk through the modem as a normal telephone line.
