TCP/IP

Three months ago I clean installed XP and SP2. Recently I
sometimes get the following message:- "Symantec Email
Proxy cannot scan your email messages because your
network is not properly configured" (1003.13) It also
suggests I should determine whether TCP/IP has been
installed and enabled. If TCP/IP is in fact installed
and enabled, I should check whether a registry key is
missing.
How can I check whether TCP/IP has been installed and
enabled?
Any assistance would be greatly appreciated
