what the heck is this- from my System event log

TCP/IP has reached the security limit imposed on the number of concurrent
TCP connect attempts.
====

this appear before the machine usually hangs. I suspect it has something
to do with the Reflection NFS client I'm using, but it seems to be new
behavior.

the system is XP Pro "version 2002" SP2. It's been SP2 for a long time
now.
