concurrent TCP connect attempts?

In my XP Home "Event Viewer" I notice under the System screen several
warnings stating:

"TCP/IP has reached the security limit imposed on the number of concurrent
TCP connect attempts".

What does this mean? Where is this limit set and can it be modified?

But I would hesitate on the suggested patch, as it may have a hidden agenda
of its own. Basically, the event your are seeing usually results from a user
running P2P software with multiple concurrent file sharing attempts in a
WinXP SP2 system.
