tcp/ip service not working

My tcp/ip service is not working. If I go into ie it will
start a dial-up connection, but not connect to the page.
(message: The page cannot be displayed).
ping does work however - only for an ip number, not for
site name.
This happened when I accessed my dv camera via a firewire
connction (pcmcia card).
Looking at the services I see the Task Scheduler is not
running, IPsec is not running. I cannot see an entry for
tcp/ip - should there be?
When the PC starts I see a window with Error 10106 (no
message).
Error messages in the event viewer are:
Source ipnathlp Id: 36002 The past transparent proxy was
unable to bind to the IP address 127.0.0.1 ... Data 7a 27
00 00.
Source ipnathlp Id: 32003 The Network address translator
was unable to request an operation of the kernal-mode
translation module... Data 1f 00 00 00.
source: service control manager ID 7023. The task
scheduler service terminated with the following error: Not
enough resources...

This has happened twice before. The first time I resolved
it by reformatting the disk and reinstalling everything.
(I'd rther not do that again) Just doing a reinstall of XP
over the top of existing one did not fix the problem.

The second time I discovered the system recovery and that
worked.

However this time the recovery points had disappeared!

I have tried the command "netsh int ip reset" but this did
not solve the problem.

Please help!

Sounds, to me, like you may be experiencing a Network
Address Translation (NAT) mapping problem. Your NAT
server may be configured with the wrong mask, or the
start address may be the same as the end address within
your address pool. This may resolve your problem; change
the mask of the address pool to the subnet mask that the
external network uses. Your client machine is trying to
perform a "Loopback" test (by using the 127.0.0.1
loopback address, but that also is failing, because your
subnet mask maybe set to 255.255.255.255. If this
information isn't enough, or you need further help, you
