Taskbar Troubles...

My taskbar will not show the little icon when you open a
program. The taskbar seems to be locked but I have checked
and the taskbar is not locked. If I dont have (for
example) the quick launch on the taskbar, my taskbar will
go into hiding(no its not on Auto Hiding) help please!
