Quick Launch immovable atop Taskbar

Our IT guy has a way of making updates & then disappearing while we cope
with the fallout.

Before today we had the usual XP setup, with Quick Launch icons between
the start button and the Taskbar icons -- that is, both the QL icons and
Taskbar icons were along the same general line along the bottom of the
screen (or, for those with their Taskbar vertical, the same vertical
line along the screen's right edge). We could adjust the width of the
Quick Launch bar by right-clicking, unchecking Lock The Taskbar, then
dragging the little scruffy handle that appeared where the QL and the TB
joined.

Today the QL icons appear *above* the Taskbar icons (or the left of
them, for users with a vertical Taskbar), and both sets of icons are
bounded by an immovable seam right next to the Start button (no handle
as before), *regardless* of whether the Taskbar is locked or not. So
essentially the Taskbar is double its prior width. This a real waste of
screen real estate and we're already starved for same. Is there a way
to get the previous QL behavior back again?

With the Taskbar unlocked, and the QL toolbar shown, click and drag the
vertical divider on the bottom line, that's between the Start button and
the QL toolbar, up to the top line and right of the QL items, and
release. Now you should be able to re-size the Taskbar, then re-size
the width of the QL toolbar.

With the Taskbar unlocked, and the QL toolbar shown, click and drag the

release. Now you should be able to re-size the Taskbar, then re-size
the width of the QL toolbar.
