taskbar problem

seems i had malware had spread all over my system, caused by a dozy blueyonder installer who left me open.
Anyway my problem now is only how to save my settings, whilst correcting the problem the taskbar had been changed and initially we tried to just save the setting as i wanted, but the spyware had changed each time i rebooted. As far as i am aware the system is clean now but we deleted
at some point we done this but when i look for it now its gone?
Click Start, Run and enter REGEDIT Go to:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Look in the right pane for a value called NoSaveSettings. If it exists, it should be set to 0 (zero). If not, double click it and set it to 0. If it doesn't exist, right click in a blank area of the right pane, select New, DWord value and name it NoSaveSettings. Leave it at 0.
can i recreate this somehow and enable save settings to my task bar?

Have you tried looking here:

HKEY_CURRENT_USER\Software\Microsoft\WindowsNT\Current
Version\Program Manager\Restrictions

Maybe you'll find it there.
