Won't save desktop settings on exit

I like to have the quick launch toolbar on my taskbar, using large icons.
When I start my computer back up after shutting down normally, the taskbar
comes up without the quick launch toolbar. I have to manually re-set it at
the beginning of every computing session.
I did a little research on the internet and found a little utility for
saving settings or not saving setting which edits the following registry
entry to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
"NoSaveSettings"=dword:00000000.
Supposedly to not save settings the value is changed to 00000001. I checked
with regedit and my setting is indeed set at "0".
Anything else anyone can suggest?

Right click the Taskbar next to the Start button --> Properties --> Checkmark
"Show Quick Launch".

To add icons to that area, right click the Taskbar --> Unlock the Taskbar
--> drag & drop shortcuts.

You can also drag URLs to the same area. For example, go to
http://www.google.co.uk and then drag the IE icon to the Taskbar. To
differentiate between IE icons, right click them --> Properties --> Change
icon (button). By default, you only get four to choose from. That's because
the path to those four is C:\WINDOWS\system32\url.dll. However, if you delete
the "url.dll" part and change it to "shell32.dll" so that it looks like this:
C:\WINDOWS\system32\SHELL32.dll you'll get about a hundred to choose from.
