Background Tab Missing from Display Properties

I'm missing the Background Tab from the Display Properties. I've tried
the tweaks from Kelly's Korner and to no avail.

I've also tried the Group Policy (gpedit.msc). The Background options
aren't in there.

Just wondering if anyone else knows of other ways (other than doing a
repair/reinstall) to get that tab back.

Run a virus/malware scan. That's the ultimate cure. Policies can be set
per-machine also.

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\System]
Delete the value named "NoDispBackgroundPage" (if found)

[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
Delete the value named "ClassicShell" (if found)
