taskbar not on top

I'm using winxp pro. The taskbar is set to 'auto hide' and 'on top of other
windows'. But sometimes it is just *not* on top of other application, such
as Visual Studio.Net or Mozilla Firefox (latest version) which caused pretty
much unconvenience. Is this normal and how to fix it?

Though that was told (addressed for a different query), it might still apply in your scenario. In this case, it might be your application (instead of the tooltip) - Just my assumption.
