David Candy stated that this is a known problem that MS won't admit.
Rebooting will fix the problem, until it happens again.
Open Taskbar and Start Menu Properties
Unchecking:
Lock the Taskbar
Keep the Taskbar on top of other windows
Close Taskbar and Start Menu Properties
Open Taskbar and Start Menu Properties
Recheck:
Lock the Taskbar
Keep the Taskbar on top of other windows
Will fix the problem, until it happens again.
Open Task Manager
End Process on explorer.exe
File
New Task (Run..)
explorer.exe
Will fix the problem, until it happens again.
I haven't used Kelly's Tool Tips Hidden Behind Taskbar (transoff.reg) fix

if
it actually fixes the problem.
Or probably as Raymond Chen states, "...they end up fighting with each
