lost tooltips

Hello,

This doesn't happen all the time, and I have no idea what causes it: the
tooltips for the icons in the taskbar are appearing 'behind' the taskbar.
Auto-hide is not turned on, but even if it is, the icons are hidden by the
taskbar; all that's visible is the top edge.

Any ideas on how to fix this?

A: It's not that the taskbar loses always-on-top; it's that there are two
always-on-top windows, the tooltip and the taskbar, and they end up fighting
with each other.

Another option is log off then back in. Sometimes that cures it -- till
the next time.
