Taskbar Doesnt Respond

HI i know this is a COMMOM issue with lots of people but theres no answer
to it.

I had this prob b 4 when the taskbar just automatically freezes and you have
to press CRTL+ALT+DEL to unblock it, but it freezes again after 2 mins or
so......

i just formatted my comp and DIDNT INSTALL ANYTHING and this problem
already
came up when windows just started to first time after formatted.

Ps. I DIDNT have this problem when i installed SP2. now i formatted, i
updated it and DIDNT install SP2, NOW the "TASKBAR FREEZE IS STILL GOING
ON!!"

please help!!!

Anything that survives a format is probably in the BIOS or some device.
