Task Manager is messed up - help

A strange problem today- When logged in as the User (as opposed to
Admin) on my Win XP PC, when I gring up the Task Manager I don't get
any of the TABS or menu items, only the Applications screen/window and
buttons at the bottom, but not even a Title bar at the top. Is there
some way to restore this? I can't even close it because the X in the
corner is not there, and when I try to right click on the bar in the
system tray, it does nothing.
