Windows Task Manager

Whenever i press Ctrl + Alt + Del; the Windows Task Manager appears, however
without a title bar and a menu bar.... Where is the problem??
Keyboard shortucts to menus don't work, and therfore i can't even switch
tabs in the task manager.

Please advise.

That's not true. Ctrl + Tab changes tab and it works fine. Alt + F4 exits an app and it works fine. Double click a graph body or dialog border to toggle view mode.
