Systemworks says mscoree.dll missing

The exact message says c:\Program Files\Common
Files\InstallShield\Professional\Run
Time\09\\01\Intel32\DotNetInstaller.exe cannot access a necessary file
"mscoree.dll"

I'm not sure how I got DotNetInstaller.exe and why I would even need it.
I don't use .net. How do I get rid of this problem?

MS knowlege base says to install the installer. Why would I need it and
if I don't, how do I get rid of this problem?

Do not install any Norton/Symantec software if you prefer a stable
system.
