Missing File "mscoree.dll"

Two days ago Norton WinDoctor identified the following
system problem:
"C:\Program Files\Common
Files\InstallShield\Professional\RunTime\0701\Intel32\DotNetInstaller.exe"
cannot access a necessary file, "mscoree.dll."
It further indicated that DotNetinstaller.exe would not run
without this file.
Do I need this file? If so, how do I go about finding it
and reinstalling it?
