System restore unable to restore

When I tried to use System Restore, the following message
appeared:"Changes made to device(s) C:\ after this point
cannot be reversed because the drive was either excluded
from System Restore monitoring, or was turned off or
removed." The system will not restore no matter what
restore point or date I use. I checked the support
section on the websites. I tried to follow some of the
instructions, "click Start, click Control Panel, click
Performance and Maintiance..." I don't have anything that
says Performance and Maintaince in the control panel. I
checked System Restore under Systems and it is monitoring
the C drive. That's as far as I can go. What am I doing
wrong to get my system to restore to a previous date?
