System Information gets redirected to Help and Support?

Can anyone help me with this problem?
I've recently tried to use the system Information in the System Tools on Xp.
Instead of accessing the Advanced System Information function it accesses the Help and Support function.
In the past this function worked and now I don't appear to be able to access it.
The properties on the System Information icon reads:
Target: "C:\Program Files\Common Files\Microsoft Shared\MSInfo\msinfo32.exe"
Start in: "C:\Program Files\Common Files\Microsoft Shared\MSInfo".
I've tried to fix this problem using the system restore it doesn't help.

You may or may not be able to fix this. I can't fix mine.

It used to work but a Windows Critical Update screwed it up.
I don't know which CU is the culprit. Doesn't matter, it's screwed up.

This works. It's what I use.

Scroll down to and Click on:
172. Msinfo32 Batch File - To Gain Access

Unzip and save it where ever | Create a shortcut | Place the shortcut in
your Start Menu, Desktop or where ever | Click the shortcut to open msinfo32
Saves typing it in the Start | Run box every time.

Also in case any of this may work for you.....

I had the very same problem and found a solution using this forum which sent
me to another site. I somehow deleted an index.dat file that was crucial to
opening up Msinfo32. If you can go to another computer that has Winxp, go
to this location in the directory:
c:\Windows\PChealth\Helpctr\OfflineCache\index.dat

Copy just the index.dat file to a floppy and go to your computer and copy it
to the same directory. It fixed mine! I was so happy. I thought I was
going to have to re-install Windows XP

Composing a New Message

To compose a new message, click the New Post button in the lower-right
frame. In
the window that appears, a form will allow you to compose a new message
with fields
for the sender's name, sender's e-mail, subject, and body. By default,
the currently
selected newsgroup will appear in the Newsgroups field. You can also
attach a file to
your new message. Once you have filled out the message fields and
clicked the Send
link, your message will be processed and posted to the newsgroup.

Composing a Reply

You can reply to individual messages by clicking the Post Reply button
in the lower-
right frame. In the new message window, a form will allow you to compose
a reply
with fields for the sender's name, sender's e-mail, subject (already
filled in), and body.
You can also attach a file to your new message and quote the original
message. Once
you have filled out the message fields and clicked the Send link, your
message will be
processed and posted.
